Another point of confusion on the NH House and Senate sites is that they show the vote taken for or against, not the bill itself, but the sponsoring committee's recommendation on the bill. If a committee's recommendation is OTPA (Ought To Pass), a Nay vote is against the passing of the bill. On the other hand, if the committee's recommendation is ITL (Inexpedient to Litigate), following the recommendation effectively tables the bill. Therefore, a Nay vote for a bill with an ITL recommendation is actually a vote in favor of passing the bill.
