Keene resident unlawfully detained by ICE
A man arrested by ICE in Keene on Aug. 8 and jailed in Massachusetts is being unlawfully detained because he hasn’t been given a bond hearing, a U.S. District Court judge in Boston ruled Wednesday.
An immigration court must hold such a hearing, which will provide him a chance of leaving incarceration, by Aug. 29, Judge Allison D. Burroughs ordered.
Using court documents, police reports and attorney interviews, The Sentinel has analyzed a half-dozen local immigration cases, but is not using the names of those arrested as they are still subject to immigration hearings.
Keene police lack ICE policy
The Keene Police Department has no policies for how to interact with federal immigration authorities, according to the city attorney.
In response to a Right-to-Know request from The Sentinel for documents and recordings pertaining to U.S. Immigration and Customs Enforcement, City Attorney Amanda Palmeira said the department “has determined that it does not have any KPD policies concerning ICE or Homeland Security.”
Such a policy was one thing several people asked about last week at a special City Council meeting Mayor Jay Kahn called after ICE arrested at least one person in the city. It was also something the City Council discussed as early as 2017.

People packed the Keene City Council’s chambers in City Hall while an overflow crowd stood in the lobby during a special council meeting Monday, August 17, called after federal Immigration and Customs Enforcement agents were in Keene last week.
ICE agents arrested three people in Keene as part of an immigration enforcement action, former state Rep. Joe Schapiro, who has deep ties in the immigrant community, said last week.
One person, a Keene resident from Ecuador, was arrested on his way to work, his attorney told The Sentinel.
